Faktor Penyebab dan Strategi Peningkatan Literasi Dasar Siswa Sekolah Dasar di Kabupaten Rokan Hulu

Rendahnya kemampuan literasi dasar pada siswa sekolah dasar di Kabupaten Rokan Hulu, Riau, masih menjadi permasalahan signifikan yang berdampak pada kualitas pembelajaran dan perkembangan akademik siswa. Penelitian ini bertujuan menggambarkan kondisi literasi dasar, mengidentifikasi faktor penyebab, serta merumuskan strategi peningkatan yang relevan. Menggunakan pendekatan deskriptif-kualitatif dengan metode studi pustaka, data diperoleh melalui analisis kritis terhadap berbagai sumber tertulis, termasuk jurnal nasional dan internasional, buku, artikel, dan dokumen resmi. Hasil penelitian menunjukkan bahwa sebagian besar siswa belum mencapai tahap literasi fungsional akibat keterbatasan sarana prasarana, rendahnya dukungan orang tua, metode pembelajaran konvensional, dan minimnya bahan bacaan yang relevan. Rekomendasi mencakup penyediaan fasilitas literasi yang memadai, pelatihan guru, integrasi teknologi pembelajaran, keterlibatan aktif orang tua, dan penguatan program literasi berbasis komunitas dan budaya lokal. Temuan ini diharapkan menjadi dasar bagi perumusan kebijakan dan program literasi yang berkelanjutan
